yes sanding does remove but effectively takes it back to the layer we just put on. Main issue is once part is prepped and ready for 2k lacquer we get the same effect once lacquer goes on. 
Only real difference is they are more grouped. only option we have is to flatten and re lacquer?
This is something that has come on more this year, thought it was temp related but never had problems like this last winter??
