It could in theory be some kind of contamination in a resin but unlikely the way most resins are made and bottled. Could be as simple as bits in the air landing on it during the cure.
Does sanding them remove them completely?
Also when you re-coat and get more of them, is it the same place exactly, (ie pinholes beneath opening up) or different places? (more likely to be fresh dust dropping on it).
