Question:

The car is made entirely of carbon fiber and received a finish to keep this color, how is this process done?

The car shown is painted with house of kolour polyurethane candy and a gloss lacquer on top.

If you use a tinted lacquer all your eggs are in one basket so to speak,doing it separately you can get the right amount of colour on to make the carbon " pop" as little or as much as you want .
Then your lacquer for your depth an shine

Agree with Rob here - there's definitely a candy with a clear on top. The surface needs to be able to be cut and buffed in the future. Cutting and buffing a tinted clear only will change the color as you remove material. 

But I also think this is getting into splitting hairs. The effect is from a tinted clear (candy), which is produced by a lot of manufacturers. Sometimes you tint the top coat, sometimes you do a tinted clear as a base with a true clear over top. It comes down to preference and intended use. In this case, durability and the ability to correct the finish down the road is key, so they'll shoot a clear urethane over the candy base. I spent a few years doing graphic painting on helmets for fun and as a side business - that's the extent of my qualifications on this topic, so this is my $0.02 contribution.
