The wax needs to go on before the pva, or the pva will be taken off. If your using a semi perm release agent then you wax second

How about brushing on with a semipermed mold with frekote semiperm? That stuff is so slick that I would be worried about the gelcoat balling up and forming droplets before it begins to tack..... any insight?

If your gel coat it epoxy based (few are) you can absolutely bush it on. It can be applied as thick as 2.5-3mm (it will be brittle) and can be done in multiple coats. If your gel coat is poly based (most are) then I believe you are shooting for a target thickness of .02 get a gel coat thickness gauge and be sure to degass the gel coat. Be sure to post pics of your project. Also I have found that foam brushes(make sure it won't melt the foam) provide a better results lease streaks than the typical nylon hair brush.

Yes you can brush gel coat on, you just have to ensure it's not too think in places to cause visual distortion

Is it possible to brush on the clear gel coat, as I have a large multi piece mould with overhanging flanges which make it impossible to spray on the gel coat?
As an alternative would it be possible to spray each part of the mould and while still wet carefully bolt it together?
