You can vacuum it when getting the carbon to stick to the base layer yes

could you just sand the part then wet the cf lay it on there and vacuum bag it? would it be a good lamination??Or spray glue it in place ?

It will work and if you work with a stretchable bagging material it will give you a good finish straight from the bag.
About putting it in place: add some resin, let it go to a tacky state place the carbon, wet the carbon, add bag and done

and after you brush it and lay resin anyway you see like lines from blade on a surface of carbon.

Is that resin of cf folded up?Can you use pill-ply then apply more resin. Im thinking it would cut the amount of work but not sure.

that blade places are outside and inside from seems vacuuming bag wrinkles , i dont get it can not be removed if you brush and lay new resin on top they seem like cutted those places and all over hood.
