You can vacuum it when getting the carbon to stick to the base layer yes

could you just sand the part then wet the cf lay it on there and vacuum bag it? would it be a good...

It will work and if you work with a stretchable bagging material it will give you a good finish...

Is that resin of cf folded up?Can you use pill-ply then apply more resin. Im thinking it would cut...

and after you brush it and lay resin anyway you see like lines from blade on a surface of carbon.
