ajb100 gave the reason fast and clear, variation of OD.
You can use the shrink tape for a first / partial consolidation without wrinkles.. And then make a good vacuum for a complete consoidation and curing.
tape is cheap and it will take just an extra 10 minutes..
Mind not to heat resin too much so that is partialy cured before vacuuminig.

It's always handy having the pump, you'll use it on other projects
The tape just needs the tape and a heat gun or oven to make it shrink.

Thanks guys!
Have used peel ply and have been very careful applying all layers
but will let you know if i find a solution to this !
the tape sounds good but feel at a loss buying an expensive pump...

It might be better to try a shrinkwrap tape carefully wrapped around the layup rather than vac bag.
something like this

like above if you are making tubes and the CF isnt tight against the tube it will start to wrinkle, It's very hard to get it right, adding peelply to pull everything tight can help, or a piece of vacuumbag

i used 0.10 x2, and one of 0.20 carbon cloth 3 layers in total!
I was led to believe that vacuum bagging a repair this way was the best way to go ?

How thick is the layup? When you vac bag tubes, the OD shrinks under the pressure and you can can folds in the carbon. It is increased with thickness as you put it on tight, apply vac and all the layers compress creating the wrinkle

hi chris
I actually waited 2 days before demolding
the wrinkles in the carbon match the initial wrinkles that formed
in the bagging film when turning on the pump, i waited till the resin left in the mixing pot was solid before turning off the pump
curing was done in a box at roughly 35 degrees for the whole time the pump was on,

How long after the initial cure did you demould? Some epoxies require an on mould postcure and others can be post cured off the mould. If it distorted during the post cure it sounds like either the resin wasn't cured enough before initial demould or it softened during the postcure and the forces from the vac bag have caused the distortion.
Pictures should tell all but that was my initial thoughts on it
