Repair a Carbon part

Hi 

I have made a Carbon arm for a robot in my uni mold form. i have coated the form with GC50 Epoxy Compatible Polyester Gelcoat, bot of some reason i have some holes in the surfase where the cabon epoxy and GC50 Epoxy Compatible Polyester Gelcoat is not glue together . Is it possible to repair it and how

Here is at picture you can see it on the side 
and i have fount out what is going wrong, inside the arm i have made a sandwich with pvc foam and no carbon tape on the side of the sandwich so there is a gab between the carbon and the sandwich, and i think the resin has been runing in this channel insted of going through the carbon
so i know what to do next time i make a arm.
But i dont have the time to make i now, so a repair of this one will be good for me now
