Do you have to use acetone to clean in between layers of laminate, or is there something else I can use to clean after sanding?

MEK would be the next best thing. Or a water-based alternative, but they tend to be much more expensive than acetone so only a benefit if you want something more environmentally friendly. 

You could probably get away with isopropyl alcohol or a refinishing solvent like Prepsol (wax & grease remover), or even just soap and water for that matter, but they aren't as strong a solvent so they won't do as good a job. In theory your surface should be pretty clean after sanding, but if its a critical application then I would stick with acetone or MEK.
