cut it small with whatever tool you have, then finish by hand with needle files and papers to get the perfect finish.
Water jet cutting would be perfect for that kind of job. Its usually the set up costs that make one off small projects cost ineffective to use water jet cutting. if you are making several then it becomes well worth while, especially when you factor in labour cost.
