Trouble with colours

Hi I have recently made a sheet of blue carbon layered with black carbon and I'm having some trouble. The coloured carbon doesn't seem to have soaked any resin up and when sanding seems to fray very easily.

I would expect the carbon itself to wet out fine as its not so tightly woven and seems to soak up the resin better. I would have a go at slowing the infusion down and perhaps leaving the resin feed open a little longer to make it slightly more resin rich.
