Is there a florescent additive for light persistence?

Working on an interest led display project, in our current setup the way the multitude of leds are addressed and lit can cause some strobing. Most noticable when moving the head left to right (think the old red led display boards)

I want to try and eliminator this strobing effect by using some kind of florescent additive to clear polyurethane resin. So the florescent only needs to glow for a fraction of a second to fill in to the next led duty cycle.

Is there anything like that? I dont need to worry about colour accuracy, this is just a tungsten temperature white led...
