It normally goes cloudy if it has not fully cured and moisture gets into the laminate.  Hard does not always mean fully cured.

High humidity when working with the uncured resin .. and while hardening, also often causes "amine blush" and a greasy feeling surface.

Working in too low temperatures also makes some resins cloudy.
