Never had a problem with Polyester resins discolouring and it has always been perfectly good over time. I have parts here that are several years old and still look as good now as they did when I first made them.....
I dont buy the cheapest resins or re-blends I get a good resin from a good supplier. Crystic make good resins with good clarity...  

Maybe it was caused poor quality, but on my market I meet many times final products which stayed matt after time. I used polyester resins only for 1 month.

Turning matt would not have been uv damage, just dulling.

as i got one part and from smell it was polyster resin i asked guy and sanding shop he told 0 clear coat on top so in conclusion to laminate carbon with polyster resin and then polish and can not clear coat and final finish be nice also? correct?

Correct.... Sand the finished part lightly and polish only...

Here my part was not even polished and this was out of the mould, this part had not even been trimmed yet, in this photo.

I don't know about Lithuania, but Poland is next door to you, they might even ship to you without HazMat charge.
You can get CCP resins from Polytor and Scott Badder's Crystic resins from CSV

I have a polish mate that can get me Optimold at half the price I get it here in the UK. Sticks it in his boot on the way back after visiting his family and I give him a tenner. Everybodys a winner.

man i found very close to me that poland shop. so i need crystal resin that is polyster? as people say lot of guys use crystal resin then only polysh.

Crystic, not crystal.

Crystic resins are almost all polyesters, some are vinyl esters. You might end up getting a casting resin if you look for "crystal", which may or may not work. You probably want to get Crystic 95PA or CCP's Norsodyne surfboard resin. Both very clear resins.
