Any good quality HSS metal drill bit will drill into carbon. As with most materials, small pilot hole first then increase the size. Carbon will blunt drill bits fairly quickly.
In terms of cutting the sheet, either of those tools will work fine. Dremel based tools will be quicker and neater initially but both will still need the edges finishing off.
