Yes, you can apply a second base coat. The colour dispersion is usually not always as opaque as ideal and epoxy-based coatings don't usually blend with pigments quite so well as polyester ones
You'd need to allow the first coat to cure to a firm tack before applying the second and when this is at it's own firm tack stage, you can think about laying down the fabric.
The 650g fabric is probably not the best choice for your skinning, though, as it is quite thick and not easily draped, especially around the edges of the part. I imagine that it would also be a difficult weight of fabric to coat evenly, given it's bulkier weave.
Ideally, a 240/245g twill will provide the most stable and best looking finish, given its tighter weave, but a 200g twill would also be better than trying to use a fabric more typically used as a backing reinforcement
