Air/resin bubble issues.

Howdy,
I am working with a group of US veterans teaching them composite prepreg layup techniques and am having problems with what are either air bubbles or resin bubbles. Here is a pic. under a 10x300x microscope:
Any suggestions as to what is wrong?

is this after cure? If so what was the process involved, autoclave OOA and was there sufficient vacuum of the bag during cure?

Yes post cure. OOA method with 5 hr. soak. Vacuum -29Hg. Used just release ply over piece, breather off to side on port per manu. rec.
