how to make frosted glass effect in resin

Hi guys
I really need your help, Im just started using clear polyester resin for the first time and I love it 
But Im trying to get frosted glass effect in my baby feet casting project and I have no idea how to make it 
I bought  clear polyester casting resin, translucent tinting pigments, addition cure silicone rubber.
I try couple times but my baby feet casting came out in some parts frosted but most of it shiny Sad
please can someone explain me what I'm doing wrong ?how to make this effect  ?
what is the best resin to use to make frosted effect?
what is the best rubber to use for moulds ?

If the surface of the mould is gloss, then the part will come out gloss.  is the original pattern a plaster cast or similar? If so you could sand the surface to get an even finish then mould from that and you should get that finish on the casting which will give the frosted type appearance.
