Nail varnish remover is just watered down acetone with perfumes added.  A good substitute if you want small quantities and can't find a local industrial supplier of acetone.  Most supermarkets or similar will have a budget nail varnish remover which is fine for the job.

I would've thought that if it has been sanded down with 120 grit ready for the next coat then there shouldn't be anything clean off the surface, i just washed mine in clean water once it was keyed with 120 and then when it was dry applied then next coats.

In theory, once heavily keyed, there should be no original surface left, but it depends on nature of contaminant etc so by using a solvent as well to be sure you should be fine.
