Hi,
I prepared and coated the original part with gel coat but got called away before getting to apply the putty at the tacky stage. The gel coat has now gone hard.
Is there anything I can do to make the gel coat and putty now bond?

you can brush on some acetone with a cloth or so to make it a bit tacky again... otherwise sand it...

Is this epoxy or polyester?

Hmm. The epoxy gelcoats that I use HAVE to be reinforced during the tacky stage, if you let it dry...
