As Chris mentioned, in essence youve left a gap almost all the way across the part with no mesh hence no flow.  You need mesh in most places especially creating a flow from the resin feed to vacuum side of the mould.  Small bits like the boss's should be fine without mesh as its a small area so will naturally flow into small areas with no mesh but not massive expanses like youve got.

You can place the mesh in in sections as long as they butt up or overlap, i feel the mesh you are using is not helping matters. Do not use a stretch type bagging material either.

do i cut holes in the mesh where the boss's stick up? i'm afraid the mesh wont allow the peel ply to sit into the small radi corners or will the resin flow threw the mesh and around the areas where no mesh is situated causing dry spots to form?

I can't see the pictures you've posted.

It is natural to an extent to loose some vacuum on the resin feed side of the mould but it should not become totally loose. What should happen is when you shut the resin feed line, the whole bag should fairly quickly become tight again.

It could be not helped by poor resin distribution. This can be solved by using more resin spiral to distribute resin to problem areas. Also you can cut thin strips of infusion mesh to help flow in other places.
