Glass Cast 3 as base (first pour) and top coat?

Hi all,

Making a waney edge wine rack and wanted to use clear glass cast 3 as the base coat, allow it to cure until tacky, then two pours of glass cast 50 with pigment and finally top with cast 3 again.

Q1 - will cast 3 be ok as a base pour
Q2 - if so, do I wait for the base pour to cure before placing the wood on top?
