Some people will use breather in infusion to control resin bleed. In this case it would only be placed on the flanges.

As I watch many tutorials, I see some tutorials that use breather/bleeder fabric and other tutorials that use none at all. What factors influence the choice to use or not use it? For reference, my projects will all be small projects from 0.10 square meter to about 1 square meter. The shapes will be quite simple and relatively flat with only modest curves.

when hand laminating the bleeder is used in combination with a perforated release film to get rid of excess resin. When manufacturing prepreg parts it is used in combination with an unperforated release film to have a good airflow across the part which helps with evacuation of air in the laminate and helps to move the vacuum bag in place.
when working with vacuum infusion no breather is used usually.

hope this helps
