glow in the dark resin power or solid colours

i want to do a river table i have a idea on different colours and glow in the dark power question is if i use glow in the dark power can i mix the glow in the dark power into a  solid colour or is it just with tinting pigments

Although you can mix the pigment into a solid colour, realistically you will get a limited glowing effect as only the powder that ends up on the surface would be visible and hence glow.  So in practice I would recommend using the tinting pigments with the glow powders.
