Do I need do something with the surface of plane before hand laying the fiber glass or any other tips I will be thankfull? The plane will be printed in PLA.

Ive recently done some skinning of PLA printed parts, epoxy sticks really well to PLA and all i done was sanded with 240grit paper and cleaned up with acetone.

You can either use shrink tape once you have wetted out the material to give you a better surface finish and less sanding, but the XCR skinnign resin and the material you have chosen should work well.
