How do i prepare existing Cf surface for bonding with new prepreg ?

Hello ,
If i want to make a repair in an existing Carbon Fiber structure using prepreg material how do i preprer 
the existing surface ? 
1) Remove all th upper layer of paint or whatever showing the carbon fiber 
2) Clean the surface with what ???? 
Water ???
Airblow ???
A new piece of cloth??
Easy Leasy mould cleaner ?????
3) And then Just lay on top the prepreg ??

I usually just blow the dust off and carry on with the next layers of pre preg.

Sure you could also clean it with acetone, iso alcohol or other too but I don't think clean ground epoxy surface will be of any concern?
