The clear coat on the roof came with a lot of orange peel.
The after-sales of the brand decided to do a sanding and polishing to remove, however the orange peels continue, the roof is entirely scratched and now some small marks have appeared.

What is indicated to be done to solve this problem?

Looks like they have just gone through the clear coat into the carbon, which is what those spots are. Will need to be flatted down and recleared.

Do you think that just removing the entire clear coat and applying it again solves this problem?

Horrible work, unfortunately I can't help you because the car is under factory warranty and they have to solve the problem.
What my friend is indignant about is the job poorly done.
