im thinking to build owen and yo buy easycomposites pre pregs . question is where to buy material cutter and how to make perfect templates?

Just cut it with a sharp knife. The surface ply can be cut with shears, the backing ply can too but it will clog them pretty quickly. Sharp knife is easier.
As for templates, masking tape is the easiest for simpler shapes. More complex shapes I use 2mm coremat, but it doesn't make super accurate templates, moves around a bit.
This is all pretty well covered in EC's tutorial vid.
