It does sound like you are applying it too thick or there is something else going on you haven't discovered yet.
We don't recommend brush application of GC50 for infusion as the force presses the carbon into the brush marks making a slight distortion on the weave. It's fine for wetlay as the fabric will float on top of the resin and remain undistorted.
A tip that works for some people to help fisheyeing is to apply a layer or two of Mould Release Wax on top of your chemical release agent. It helps reduce the slippyness of the surface slightly and often that is enough to get a nice application down.
