Is there a low tack glue for this

You could try a dab of uncured mixed resin if youre doing the lay up, bagging and infusion in one go.

Also using resin would mean the surface finish shouldnt be effected.

Being uncured also means when you pull the initial vacuum, you still have a bit of play in the fabric as sometimes when its all pulled in by vacuum, things move around a little bit.  Also means you can adjust it once bagged too.
