It also depends on the person. Many people can cover themselves all day in carbon dust yet have no ill effects or skin irritation. Others come out in a rash straight away. Some people are fine for years then generate a random allergic reaction.
Generally it is recommended to protect yourself from exposure as much as possible through the use of disposable suits, gloves, dust masks and extraction where possible.
Its the same with breathing it in. Often a lot of DIYers may get away with breathing it in small quantities and just have an episode of "black snot", however it is unwise to do so on a regular basis and you never know if you might have a nasty reaction so it is best to take precautions where practical.
If you read the MSDS for many of the composites there are potentially a lot of risks. But thats the same in life with pretty much anything! In a sensible world you would just advise people to use common sense, however in this day and age, you have to assume everyone is stupid and advise them accordingly to ensure they dont take a risk.
