Remember, for sandwiches, there is a necessary to have insert/screw throught both skins. If the fixing point is connected only on one skin, obviously starts to delaminate the skin from core around the fixing point. All the forces has to load both skins. The best is pre-laminate punch where the core is cut off and inner skin and outer skin touch each other and insert the washer (laminated, AL) between them. If the panel is flat and bonded from prelaminated skins already, the insert has to go throught both skins.
