I am planning to cut out a couple of letters out of a epoxy carbon plate and then hoping to pour water clear casting resin to fill letters.
Is it possible or would there be any issues.
Would the casting resin bond with the carbon plate or would it need extra bonding to keep the letters from coming out.

In my opinion I don't see any problem...
maybe sand the carbon just a little bit with a 600grid sandpaper, to have a better bond, and clean it with some cleaning alcohol to remove any sanding dust befor casting.
I don't know how the casting resin is made but remember; polyester won't bond to epoxy..., polyurethane casting resins should be ok I guess
How thick will the part be in casting resin? to have a very clear casting you should do small layers at the time not to overheat your resin, causing some cracks and colourdistortion.

Hi, The carbon is about 1.5mm thick but the cast letters max 3-4mm thickand 5cm widthby 20cm...
