dry mat stack when infusing

i have issues with a dry mat stack on a fairly complex seat base mould ,
lay up spec :
2 x gel coat
2 x XE 600 all over
1 x RE 600 on aft faces and sides only
1 x XE 600 all over
2 x XE 600 on aft face and sides only

the resin (polyester 65pa ) does not seem to permeate the RE 600 and any mat after that (2 XE 600s) and is completely dry . it only infuses the layers above that in the stack.
I have the flow rate down to about 1" a minute I have put and extra "resin in port" just for the area with more mat and let resin into that area first and then open up the other inlet.
I have read that woven style cloth is a lot harder to infuse is this causing the problem ? the resin just seems to skip over the top of the RE not flow through.
just for info we keep full vac on through the process until resin reaches catch pot then we back down until cured.

any advice or info appreciated

XE and RE 600 are not fabrics I am familiar with. 

If either is a Unidirectional cloth then that would likely explain why it does not  infuse as there are insufficient gaps in the cloth for resin flow.. 

Other things can cause problems like insufficient flow mesh, too thick resin, layout of resin feed and vacuum port etc.

Hmm, and what to do different with Unidirectional cloth in such a material set-up? Thanks.
