I would like to know what type of mould I would have to make (male or female) and out of what material the mould would have to be made out. I have access to a CNC miller.

If I were you I would google some of the carbon fiber bicycle factory tours and you will see similar parts being made.

This looks like a very complex part you are trying to make...maybe it is better to make it in different sections and glue them together?!
I would do the same like Fred and look for similar parts online and hope you can see some images on how they mould it or a similar part

As with comments above, this is a very complicated part that will need multiple part moulds and may well need to be made in several parts assembled on completion.

I would suggest you would almost certainly be down the pre-preg route, just due to the complicated layup alone let alone making the seamless part.
