Epoxy Base and Top coat??

Hi every one, I have just made my first carbon fibra today. I am not very happy the way it goes... I bought Top coat epoxy (Resina 1070S and hardner 1074S)  for skining my product. I apply it and leave it for three hours before applying the Carbon firbra as specified on the video tutorial. but when I applying the carbon firbra, the edge was not glueing to the surface...it continueing pulling off, I have to mix a new solution to apply to it. Has this happen to any one? do I need a base coat first before the top coat? The company supply me with the two solution above. Do any one have advice for be for the part which I haven't done yet?
