Im making a mould and I applied the gelcoat but let it cure for 24 hours before application of the reinforcement should I prep it somehow before putting on the reinforcement? It feels waxy

It  depends on the gelcoat, most are fine up to 24 hours and most would still have some tack.  If there is no tack at all then perhaps it would be wise to key the surface of the gelcoat to aid adhesion.  In essence, the longer you leave the gel coat, the lower the bond strength.
