I'm trying to skin this part and have this issue. Looks like cracks. They are more visible after inicial sanding with 400grit wet probably dust get into crack so it shows more. I apply two coats, then wait for full cure 24h, 220 grit, then apply three more coats then wet sand. I had this happen before but not sure why. Do you guys have any idea what could couse this to happen? Temperature comes to mind...
I need to sand it almost to the cf to get rid of it.

Looks more like lots of tiny air bubbles trapped in the resin in the low spots of the weave. Are you applying the resin in a cold environment?

Cooler temperatures can slow down the cure which doesn't help. Also air entrapment and vulnerability to moisture absorption can be big issues.
