Bonding closed cell PVC layers in plug

I am about to make a plug from 25mm closed cell PVC profiles. I chose this rather than a skeleton filled in with low density as in the video. I don't want to use hot melt glue to hold them together. I'd like a bit more time to align and I want to get the profiles flat to each other.. What glue should I use? I know to keep it away from the edges. Would PVA be good?
