Tacky flow Coat

Ok... I flow coated over a laminate mixing the resin carefully - its the basic EL2 fast. After a few days the flow coat was basically set but still a little tacky. I tried putting it in the airing cupboard but no luck. In desperation, I mixed another batch - REALLY carefully using digital scales (as before). Also had heater on for several hours before so at least 20 degrees. As soon as it was basically set, I moved it to the airing cupboard to keep temperature up. Now, several day later, it is still just a little tacky. What is going on and what can i do??
