Nomex Honeycomb strenght without epoxy

The Nomex honeycomb is made from a kind of paper. Is this paper porous? If this is the case then the question is:
Is this material in itself strong enough for the core of a sandwich panel, or must the paper walls of the honeycomb (not the holes in the honeycomb) have to be completely saturated with epoxy to achieve the strength while gluing with the skins ?

More than strong enough !!!!
Most f1 chassis were none for 10yrs or so
Nomex is fully coated so won't go "soft"
There are also different grades/stiffnesses of gnomes (same with Ali H/C)
To give  you   an idea
29 grade 5mm thick- so soft an pliable you could nearly roll it into as ball
48-5mm 8-4 sheet you could hold out in front of you an it will pretty much maintain its shape an stay flex
Has a fair degree of flex thou (especially if used I'd the correct orientation)
64-5mm brick s*** house,hardly any flex
