White blemish after sanding

I tried to repair a small hair scratch on my boat (carbon fiber with the thin layer of clear coat). First I polished it with NW1, but scratch remained. Then I sanded it with P1000 - scratch is gone, but white blemish appeared. I kept sanding the blemish with P2000, NW1 and then TOPFINISH 2 compound. Blemish persisted. If I look it at from a low angle, it appears as a 7-mm countered oval. Not sure what it is. Maybe I went through the coat to fiber weaves? Or it’s a small swirl mark? Then why it’s not going anywhere when I sand it? I tried to layer it up with XCR epoxy, but blemish remained unchanged. Any advice?
