Fire retardant resin (add ATH powder)

Hi all..
Currently we're doing hand layup part where we are using polyester resin plus ATH powder to get fire retardant class. The ratio is resin (1) and ATH powder (1.5). The problem is, when we add ATH powder, the viscosity become high and we found it very difficult to perform rolling process. 

The quality of part also very bad, lots of air bubble here and there. Appreciate if anyone can share tips or method on how to improve the viscosity and also to improve the final product.

is there any specific reason to 1:1.5 ratio? 

this much FR will reduce the mechanical properties.
