Hi,
The filler will bond just fine, it will not make a repair as strong as the original material. It is more suited to cracks and small chips rather than areas that are broken away.
Realistically the best way to repair that will be to scarf in new material. If you taper the edge of the damage when you sand it, you should be able to get a reasonable overlap with some carbon fibre patches meaning you get a good join and once cured, can sand it smooth.
