Honestly, there's so many products out there that it just really isn't possible to say that there is a clear 'best'. For skinning, it's less about the materials you are using and more about your technique and following the procedure correctly. Obviously a coating resin like XCR which actively expells air as well as having good self-levelling and UV resistance properties is going to make things a bit easier. But you still need to be doing the basics like sanding flat and getting the tack time right between coats, so it isn't going to make or break your results to use a regular laminating epoxy. Just go and get a laminating epoxy that isn't super low viscosity (something around the 1000cps mark is fine), and then follow the EC tutorial for skinning to the letter. You will get good results no matter what resin you are using, you might just have to do a touch more work to get there.
Similar story with your clear coats. A 2k clear coat is infinitely better than an acrylic, so if you can find a supplier for 2k aerosols then that is the way to go. But you can get decent results with an acrylic if that is your only choice, it just won't have the durability of a 2k and will take more work to get a great finish.
