Controlling vacuum pressure?

I have doing some board repairs, (first time) to an carbon epoxy laminate, to EPS core, I would like to have a vacuum of around 7-8inches.

Can I achieve these use just a vacuum gauge and some valves, I would rather avoid the expense of a regulator?

As long as your bag is 100% leak tight then, yes, careful use of the valve to limit the vacuum to the desired level will work fine.
