For positioning will carbon sleeve stretch further than the max finished diameter that you list on the product description, I want to reinforce an area thats 20mm dia but to get the sleeve in place it would need to go over an area 100mm by 20mm. Sorry if I'm repeating myself, can't see my original post listed.

You might get a few mm out of it but you will risk destroying the sleeve.
