Looks like a Headlight surround? If you need the small lip/return on the inside you won't get it using the above method. If it's not needed then as above.

To get a mold I would use polypropylene in the centre hot glue from under side,fillet gap with wax.then fix down on glass,which will give you area for you flange very easy part to make hope this helps.
