Tube-to-tube method

I would like to join two tubes together (for building a bike frame).  From what I can see in pictures the tubes are first tacked in the frame building fixture, then the joints are built up with a 'putty', and then further wrapped in carbon.   

Can you please tell me what material to use for the tacking, and what to use as the putty?  Thanks!

I used a structrual (epoxy)adhesive to join the tubes and epoxy and microballons with some thixotropic agent for the putty.
