Most steering wheels are made with a steel "wire/rod" core and some sort of cast hard rubber on top, sometimes the wheel rim is part of an alloy casting, that makes it a bit more tricky.
If you remove the hard rubber, you can cut and reshape the steel rod /alloy, then use fibre-reinforced resin or hard rubber to cast a new thick "handle" on to the steel, using some form of mould.
you can do this to only a part of the steering wheel, or the whole wheel, completely reshaping it. You could make a nicely surfaced "mould" and lay up CF directly..
